If the organization wants to add any payment instrument not mentioned in the permit obtained in accordance with this Act or cancel any existing payment instrument, it shall submit an application to the bank as prescribed.
(2) Upon examination of the application received under sub-section (1) on the basis of the following, if it is deemed appropriate to add a payment instrument or cancel an existing payment instrument, the bank may grant permission to the related institution to add or cancel such payment instrument:...
(a)    State of the national economy,
(b)     effectiveness, transparency and reliability of payment services,
(c)     Confidentiality of payment transactions,
(d)     Risks inherent in payment instruments,
(e)     Assurance of prompt, efficient and accessible service,
(f)     Liquidity Management,
(g)     International customs and good practice,
(h)     Protection of Customer Interests,
(i)     overall risk management methodology, and
(j) Other matters deemed appropriate by the Bank.
